But the absence of large-scale jihad in the modern era is due not to a change within Islam but to a changing balance of forces between the House of Islam and the House of War. Following the defeat of the Muslim armies outside Vienna in the late seventeenth century, the Islamic empire no longer possessed the wherewithal to threaten non-Muslim lands. In the modern era, jihad has been focused mainly on dhimmis living within the House of Islam.
